Health Canada aware of problems with infant sleeper 'years ago'

OTTAWA — Health Canada warned the maker of a bed-side sleeper for infants "several years ago" that its product didn't meet Canada's safety standards for cribs, but the department didn't move to pull it from Canadian homes, internal records show.

That likely will soon change, a senior executive at Arm's Reach Concepts Inc. told Postmedia News Tuesday, after the U.S. Consumer Product Safety Commission (CPSC) and the firm issued a joint recall of Arm's Reach co-sleepers in the United States due to entrapment, suffocation and fall hazards.

The product looks like a traditional playpen or portable crib, except that one side of the bed-side sleeper is lower than the others to allow it to be placed adjacent to the parents' bed for easy access to the infant.

The recall in the U.S. says parents should immediately stop using Arm's Reach bed-side sleepers manufactured before 2002, and only start using it again after downloading instructions to make sure the item is assembled properly.

Jim Dodds, chief operating officer of the California-based Arm's Reach Concepts, Inc., said he expects a recall in Canada to go farther by telling parents to stop using the product altogether.

"A (company) representative is contacting Health Canada now. My suspicion is that they will ask them not to use the product. It will be a different slant on it," Dodds said of a Canadian recall.

About 1,100 were sold in Canada between 1997 and 2001. Dodds said the company stopped selling them years ago when Health Canada told the company its product didn't meet Canadian crib regulations, drafted to make sure there are no hazards when babies are put to bed.

Newly released internal Health Canada records, dated February 2010 and provided to Postmedia News under access to information legislation, confirm the department told the company "several years ago that they couldn't sell the Original Arm's Reach Co-Sleeper in Canada as it weighed too much to be considered a portable crib and did not meet the requirements for a standard crib."

Health Canada did not post a recall notice or issue a safety advisory about the Arm's Reach co-sleeper following this directive to the company.

In the United States, regulators classify the bed-side sleeper as a playpen, placing it under a different set of safety rules, said Dodds. That's why the U.S. recall of 76,000 units involves reissuing of instruction manuals to make sure the product is assembled properly, he added.

When the fabric liner is not used or it not securely attached, infants can fall from the raised mattress into the loose fabric at the bottom of the sleeper or become trapped between the edge of the mattress and the side of the bed-side sleeper, according to the CPSC's recall notice issued Tuesday.

No injuries have been reported in the United States or Canada, but the company has received 10 incident reports from parents of infants in the U.S.

"The incidents generally involve second or third usage of the product who didn't have the instructions," Dodds said of the U.S. recall.

In Canada, Health Canada recommends in a general consumer advisory posted to its website that the safest place for an infant to sleep is alone in a crib. And "co-sleeper products are not recommended by Health Canada. These products present a risk of suffocation and entrapment. Instead use a crib or cradle next to your bed," according to the safe sleep practices advisory.

Health Canada was not immediately available to comment on how it handled the Arm's Reach Co-Sleeper file.

March 25, 2011, was the 100th Anniversary of the Triangle Shirtwaist Fire - a tragic incident that elevated the workplace safety concerns of garment industry workers and workers in other manufacturing jobs to a point of no return. The Triangle Shirtwaist Fire led to the creation of agencies and multiple reforms dedicated to workplace safety. Some reforms began in the days and months that immediately followed the fire while other reforms took years and decades to appear.
Oct. 14, 1911: The Founding of the United Association of Casualty Inspectors
The United Association of Casualty Inspectors was founded as a direct response to the Triangle Shirtwaist Fire. According to ASSE, the organization started with 62 members. In 1914, the Association changed its name to American Society of Safety Engineers, and it still operates under that name to this day.

As of 2011, the Society states it has 32,000 members who "supervise and consult on safety, health, and environmental issues in industry, insurance, government and education." ASSE also maintains multiple American National Standards Institute (ANSI) committees and projects. The initiatives of ASSE have helped businesses reduce costs by providing a safer workplace environment which, in turn, helps reduce workplace injuries that lead to downtime, workman's compensation claims and higher turnover rates.

1911-1921: Worker's Compensation Laws Take Off

New York state passed the first worker's compensation law in 1910, according to EH.net. Health care top issue for Canadians: Election poll

Health care tops a long list of concerns Canadians want federal parties to address during the election campaign, a Postmedia News poll shows.

The online poll conducted by Ipsos Reid exclusively for Postmedia News and Global National revealed that 18 per cent of Canadians felt health care was the most compelling issue, but that the economy, taxes and jobs should also garner politicians' attention between now and voting day May 2.

"The concern is about what the health-care plan is for the future. There's a sense that health care is drifting along, but it's an important part of our identity as Canadians. And, as our population is aging, it's a life and death issue. (Voters) are concerned about health care and it's just that they don't see anybody having a particular compelling plan on it," said Darrell Bricker, president of the global polling firm.

Ipsos Reid asked Canadians to name an important issue they'd mention if a local candidate for Parliament knocked on their door in the middle of a campaign. Fifteen per cent of respondents selected the economy, 12 per cent chose taxes and eight per cent felt unemployment was a national issues parties needed to address.

Bricker said the wide range showed the election, triggered after the government was defeated in the House of Commons on Friday following a Liberal non-confidence motion, doesn't really have a focal point.

"It's an election about nothing at this stage. There's no compelling issue that's emerged that says what this campaign is about," Bricker said.

He said polling results in 1988, for example, showed that more than 70 per cent of Canadians named free trade as an issue parties needed to take a stance on while campaigning, while ethics played a key role in 2006.

Bricker said that in 2008, the economy was a top priority for Canadians heading to the polls, but because the situation has improved, health care has returned to its original position higher up on the radar.

The federal government has limited jurisdiction over health care, a concept most Canadians aren't aware of though, Bricker noted.

Still, federal politicians have already promised to improve health care across the country with more doctors, and tax credits for families caring for ill relatives.

The dead on arrival budget pitched by the Conservatives this week included a clause that would offer some forgiveness of student loans to doctors willing to work in rural areas after the NDP demanded an increase in the number of doctors and nurses.

Meanwhile, the Liberals proposed a family care plan with a proposal that would add six months of employment insurance — instead of the current six-week coverage — to workers staying at home to care for a sick family member.

Trustworthiness — an issue the Liberals hope to highlight — was cited as the top issue by seven per cent of those asked, while the environment got support as the top issue from five per cent of those polled.

Between March 21 and March 23, 1,014 Canadian adults were interviewed online for the survey, which was weighted to bring it in line with Canadian demographics and has a margin of error of three percentage points nationally, 19 times out of 20.
